I have not looked at the code, but my guess is InnoDB row count from SE is 
being used, which is approximate and can sometimes differ by an order of 
magnitude or more from the actual row count.  If the estimate is significantly 
lower than real value, you will copy many more rows than the estimate and the 
percentage will be higher than 100%
