A company of 10 to 50 would be hard pressed to hit the average daily limit that
would hit our radar unless they are all in the business of signing up for
every newsletter on the planet. When it comes to those utilizing free Data
Query Service and someone appears to be in violation they will be contacted by
someone at which point there may be room to reduce query volume (tons of people
have misconfigurations) or a commercial license would be required to keep
using. Those that would likely be exceeding limits would be ISPs, MNCs,
Government Organizations, etc.
