I already said that - it's better not to think of it as "fallback", but just as a *simple* form of email address "user@host", while "user@domain", where "domain" is a MX record, can be considered a more "advanced" form (it definitely requires more effort for the admin, so the term "advanced" makes sense here). Most other Internet services use *host* addresses, ie. names that correspond directly to some IP address, so this "simple" approach is also consistent with other services. If we think of "http://host", "ssh host" or "ftp host" as of normal, then we also should think of "mail user@host" as of normal. The possibility to use a MX record instead of hostname is an *additional feature* of email, but it should not and can not exclude the basic functionality.
