We have similar issues with Trend Micro.
None of our IPs are dynamic, but from time to time we get reports from
our clients that their IPs are listed on Trend Micro's DUL.
The lookup form, and linked removal form, work well for us:

I'm assuming these are older listings from before the ranges belonged to
us. Once we get a range we immediately update the status on the PBL, and
have never had any issues with that. Other providers, without
self-service portals, are a little trickier.
If you find a contact who can bulk remove ranges, and/or will update
ranges, I'd be interested in that as well.

However, to Viktor's point, we have updated our PBL listings recently (within
the last year or so). I'm not sure why this IP (or range) is being treated as
dynamic by TM.
