Hm... if you want to build a new house somewhere, then in the process of
doing all the necessary paperwork it also gets a new address assigned to it.
And yes, the postal service will recognize and deliver mail to this address.

That can be done by anyone who can afford to buy some land and build a house
on it. Isn't it the equivalent you are asking about?
