We have a policy on a per message basis of not blocking anything from
leaving the site, but we do send it out a different pool, and we do
try to flag it as spam.
Are you joking, or my English is not enough to understand that
properly? Is MS really supporting spam sending?
Michael has said this many times here before, so I assume that he is not
joking. His information has aided my filtering chores, so I believe it
to be accurate.
Microsoft doesn't have the capacity to block everything their users send
which seems spammy and respond to the resulting customer support demand.
Instead of trying to do that, they do a pretty good job at identifying a
large subset of spam and rerouting it to go through identifiable spam
relays. This offloads support costs and legal risks of blocking to
receivers.
