Yeah, that's a problem and I know of mail systems that enforce the 64 character limit. I agree that this looks like some sort of VERP that got out of hand. If the local part were under 64 bytes, it would be fine. As Dave notes, the contents of the local part are nobody's business but the system that manages that domain's mail.
