You can use an Android device without a Google account. There is an option to skip account setup during device initial setup. My friend uses such a phone. Only you will be unable to use Google services, especially download apps from Google Play app store. You can still download apps from the phone manufacturer's default app store (in this case Samsung) or from third-party repositories like F-Droid.
