That's not 100% true. Most receivers don't, some clearly do.

My 2 (satisfactory, if a bit slow) experiences with AT&T blocking IPs have both been with IPs that had never previously sent any mail. Until AT&T unblocked them, AT&T had never seen any mail from them at all in the lifetime of the Internet. Both were in an ARIN-allocated /21 network with accurate contact info.
