The only case I saw Outlook displaying sender photos alongside email headers, is using Outlook with the GSSMO plugin (Google Suite Sync for Microsoft Outlook) to access mail hosted on GSuite. Then Outlook automatically displays Google profile picture for senders that you have in your contacts (and only for those senders).
