IIRC XBL itself doesn't suggest to use it to block end users and my experiences shows that too. End users IPs are rotating/changing, especially on mobile connections, and you will block innocent users just because previously that IP was on bad device...
I used XBL for submission/IMAP about two years ago, but i abandon it due many false positives.
