Well, that's certainly a bit of ancient history. Fwiw, here's some background on it:

I chose % for use in CSNet mostly because of its established postal use IRL to mean "in care of", as well as to use a character that was not yet a 'special' for any (or at least most) operating system command interfaces.

Note that @, for Arpanet mail, and !, for UUCP, were already taken.  So the range of choices was limited in 1979...
