In this case there are some easy options -- in addition to reporting to SpamCop.net (and any other relevant services), add their IP address to your block-and-forget list at the firewall level -- if you utilize this option. Or, if you don't want to block eBay (e.g., because other users on your system might legitimately be eBay members), then set up a server-side rule that bounces their messages to your root account and responds with a 5yz SMTP status accompanied by a customized message indicating that they're blocked for not confirming opt-in.
