I recently had this. My hosting company told me I need myself fill appropriate forms at Microsoft to be unblocked. Of course after I did it I got a standard reply from them that "my IP does not qualify for mitigation", to which I replied by mail asking to be unblocked nevertheless - and it worked. I can now send to Microsoft.
