As far as I know, SPF was never meant as an anti-spam measure.

It was most definitely touted as an anti-spam measure. Some of us were there.

Indeed, it is within the living memory of involved parties.
The naïveté of those who pushed it as an anti-spam measure seems quaint in retrospect but it is important to understand that at the time, there was MUCH more friction in the process of standing up a new domain or moving it between DNS providers. They didn't anticipate a thousand gTLDs and uncountable "cloud" providers willing to onboard customers in 5 minutes if they have a valid credit card number.
