The reason for this might be that most report addresses are parsed by scripts, not read by humans, and the scripts aren’t subsceptible to buy the advertised products. The spammers would need to create spam content in valid DMARC or TLSRPT formats, ie insert the spam messages as values into the XML / JSON tags, so that eventually a human reads it. This sounds like a lot of extra work with little benefit. To test the script with other TLS reports you can try to get the mailservers of mail.ru, Socketlabs or companies that use MDaemon to send emails to you.
