Anecdotally, I recently switched MX servers and found that my emails from Google were also delayed for about 8 hours. The next day when I received my MTA-STS reports, I found 53 failures as reported by Google, since my then MTA-STS policy did not include the new MX server. While I can't say your issue is due to MTA-STS cache invalidation, I would suggest checking the various nuts and bolts both internally, and using external validators.
