RFCs tend to avoid strong statements about matters that are strictly between system operators and their users. Delivery to a Spam folder IS delivery. So is delivery to quarantine with a notification sent to the recipient. Basic robustness demands that after a 250-at-EoD, the receiving system should not simply drop a message but either deliver it or bounce it. Failures should not be silent.
