The way the content is phrased makes them almost identical.

Either:
1. The scam emails are really a version of the survey but using fake
   names and domains.
2. The scammers are now using this researcher's name to make it appear
   legitimate.
3. The researchers have copied the "scam" text.

I've had similar spam from the "CISPA Helmholtz Center for Information
Security and Ruhr-University Bochum in Germany" that looks legitimate
albeit misguided in believing that it's appropriate to email abuse@ on
every website they think lacks a privacy policy.
