I had an issue with usgoabuse, too, in past.

They first sent to our abuse@ email an FBL formatted abuse report. This was
about a single opt-in confirmation email that resulted to be unsolicited
(probably part of a distributed subscription bombing, but was only a single
email from our infrastructure). The email asked to simply ackknowledge the
issue otherwise they could have blocked the IP.

We did ack and we are sure no more emails have been sent to them, but the
next day they sent a new copy of the same abuse report and this time the
report said the IP was blacklisted.

I was not sure about what was happening and I wanted to understand if there
was a bigger issue I didn't identify, but the reports were from noreply
addresses, so I sent an email to ab...@usgoabuse.net ab...@usgo.net
ab...@usfamily.net and they promptly answered that they blacklisted my IP
because one of their recipient was victim of subscription bombing and
flooded by thousands of subscription bombing email and *one* of those
emails were from our network.

I suggested that I did not find fair to send 2 *automated* emails to an
abuse department, using noreply, asking for the abuse department to
acknowledge the issue and saying contrasting/confusing things (we may block
if the issue is not fixed => we blocked you anyway), expecially if the
abuse to be reported is a single COI request and not a
malware/virus/whatelse.

Months after that episode I received another similar abuse report from
them: I forwarded the report to our "FBL processing agent" but I didn't ack
it, as I found it was a waste of time.
