My impression at least is that valid mail from hotmail.com 
<http://hotmail.com/> and other Microsoft attached domains can come from 
essentially anywhere in Microsoft’s IP address ranges.

Also, in my experience, sending any offending messages with full headers intact 
to j...@office365.microsoft.com <mailto:j...@office365.microsoft.com> (more 
likely than not the offenders are in fact Office 365 customer) and abuse@ 
whichever was the sending domain is as close to a useful thing to do with those.
