I would recommend that you open a support ticket with Salesforce for assistance. They can review and look into it more deeply, and can likely find a better resolution with Verizon, if warranted (i.e., if the mail is truly wanted). If you already have opened a support ticket with Salesforce explicitly around this issue, I'd recommend that you go back to support and request that the issue be escalated up for review by the Deliverability Operations team.
