It's working (again) for me.

I login to the SNDS every day, and these "hiccups" are an almost weekly
occurrence. Usually they get fixed within a few hours though.

By the way, if you have an IP that Microsoft is rejecting emails from,
you'll need to fill out their form to get it delisted/mitigated:

The SNDS doesn't help with, there is no way to (request to) mitigate an
IP from there. The SNDS is more of a monitoring tool, as it shows you
email volume, complaint rates and spamtrap hits, but even then, only if
you're sending more than 100 emails per day to Microsoft accounts.
