Some MTAs, e.g. Courier, allow different filtering rules irrespective of the
domain, and obviously apply that 4xx technique to select recipients of one
kind.  That is, no_multi_domain can be a valid heuristic, but the sender has to
be able to split recipients according to the receiver anyway.
