Why not both? For one thing, reports should be sent by email. RDAP is here for exactly that purpose, and it works well. I blacklist temporarily and report why I did it. Out of 44 blacklisting reports I sent yesterday, this morning I found just 8 thank-you messages. Every now and then someone takes care and asks for more details. Some other ops notify that they forwarded the report to their client. Sporadically, an abuse address turns out to be invalid. That's the only thing I report through a web form.
