Microsoft is intermittent blocking our emails with the message:
<redacted>: host
hotmail-com.olc.protection.outlook.com[104.47.12.33] said: 550 5.7.1
Unfortunately, messages from [redacted] weren't sent. Please contact
your Internet service provider since part of their network is on our
block
list (S3150). You can also refer your provider to
http://mail.live.com/mail/troubleshooting.aspx#errors.

We have joined JMRP. It states no issues.
We use DKIM and SPF and adhere to good practices
We have never been on any RBL's and we monitor this
The nature of this issue indicates it may only affect some email
server(s) at Outlook. Possibly the IP's were blocked at some time prior
to us receiving the allocation from APNIC and they have never been
removed?
This has been happening for as long as we have had this block of IP's
(since April).
Could someone from Microsoft please contact me?
