a 5.7.1 response is a per-user per-message filter, and shouldn't be used as an immediate suspension.
It isn't, unless you configure Mailman that way. It has an algorithm for tallying 4xx and 5xx rejections and notifying users of the problem with not-like-listmail messages and giving them time to fix things until the tally of rejections hits a configurable threshold, at which point they get disabled.
