This is in reference to the email gateway address 
<10digitphonenumber>@mms.att.net email address.  Where you send an email to 
that email address and it arrives as MMS on your phone.

Have you verified that the target phone is within range of a cell site data signal and turned on at the time the email is sent to the gateway?

Extreme congestion of the cell site to which the phone is connected is another possibility. I've seen this firsthand with an annual event that brings a large population to a rural area where the cell service is designed for sparse usage.
