Huh, that's curious, unless they mean "you need Postfix 3.0" perhaps? But

This is literaly the example for *_delivery_status_filter in postconf(5) 
man page, a feature "originally implemented for sites that want to turn 
certain soft delivery errors into hard delivery errors."

notifications" for full discussion/examples.
