outlook.com's inbound MX is sporadically rejecting messages from us
(devoted.com, sending via G Suite) with:

  550 5.7.1 Service unavailable, Client host [209.85.216.174] blocked using
    Customer Block list (AS16012607)
    [CY1NAM02FT044.eop-nam02.prod.protection.outlook.com]

AS16012607 indicates the end user (outlook.com's customer) added this Google
outbound MX IP address to their block list.

I'm... having trouble believing that, since the recipient is a small
partnership office that almost certainly isn't managing e-mail that
actively.

The sending domain (devoted.com) is just recently starting to generate
e-mail traffic. We've been picking off these deliverability problems one by
one, and they've nearly always been some kind of reputation filtering based
on the sender domain.

We contacted outlook.com Deliverability Support, which opened ticket
SRX1400265319ID. It's been about a week with no response.

Can someone at Microsoft/Outlook.com please take a look and confirm what's
happening here?
