This would be a terrible idea. There is no single responsible party overseeing end-to-end handling of email that crosses domains. Mail that goes missing may be impossible to trace if it goes through the wrong sort of service provider (like big cheap ones...) and the mechanisms available to automatically notify senders of delivery are entirely optional, often disabled, and may only mean a message has been delivered without certainty that the intended recipient could access it if they wish.
