Keep in mind that "looks dynamic" should be a starting point, not an ending point. If the IP address truly is static, SpamRATS ought to fix the listing. I know the owner of the SpamRATS blacklist is here. I hope he does the right thing. It would be the courteous thing to do. Consider the robustness principle.
