Azure is aware of the situation in general (yes, I have ben poking them with a 
stick), and the prospect of adding the whole Azure space to the PBL has been 
raised by "some", but this has not happened as of yet, and I am unsure what the 
optimal course of action would be, but that's not my call; Yeay!

It is the Policy of Microsoft that these IPs should be relaying traffic thru 
3rd parties (or Office365?!) in order to get their mail out anyway, since the 
VMs could move around in IP address space, so a simple one IP block may not 
accomplish the desired result.

If you were to block the traffic at your edge, it is possible that some legit 
user might complain, to which the official answer would be ... as described in 
the previous paragraph.

And of course, from 40 different IP Addresses Mostly all Brazilian spam..

We have a simple spam rule to mark all of these messages, but getting to the 
point where considering rejecting all these.
But we don't have any numbers on HAM from these servers, would like some
