Yes.

Sort of.  In qmail, if a message with a null bounce address is
undeliverable, the double-bounce message generated has an envelope
address of #@[] and is typically addressed to a postmaster address.
If a message with a #@[] address isn't deliverable, it logs the error
and discards the message.  This design is intended to produce useful
bounce messages while avoiding bounce loops.  It's been around since
1998 and seems to work pretty well.

I'd suggest that deliver or discard is a reasonable thing to do with
them, or maybe just discard them all since nearly all are due to spam
blowback.
