When I helped run the abuse desk of a small hosting company we would setup very similar, albeit stupid, rules.
This could be done because we could easily change it back if it caused too many false-positives but most of the time those wide hitting rules would remain for years without any changes being made to them. It could solve an issue that was probably only a limited issue anyway but without any feedback to remove it or make it more effective we didn't care. At the end of the day we might have had 30,000 recipients to worry about. These odd localized filters probably exist at many smaller hosting companies and will continue to do so for lack of false-positives to change it. Andrew D.
