Have you asked your provider why you can't get a /64?  It doesn't seem
likely you can change their mind, but the reasons seem to boil down to
a) they bought routers that can't do it (or at least think they did),
or b) we've always done it that way, what's your problem.

Also, if you want to verify whether the problem is that you're in a
bad IPv6 neighborhood, it's remarkably easy to set up a free tunnel
through Hurricane Electric with your own /64.  Local performance
wouldn't be great, since the other end of the tunnel would be in
Singapore or the U.S., but if the mail you're wondering about is going
to Google, it'd likely go to the U.S. anyway.
