This happens. A lot of people have reported having similar issues with the MS 
captcha. Sometimes it works. Sometimes it doesn't. New browsers, clearing 
cookies, retrying... they work sometimes. But other people report being unable 
to access the forms for days.

Carl, if you'd like some more feedback and information from folks who've had 
problems, I'm sure they'd be happy to talk with you.
