[MlMt] Applying Rules

If I right click on a mailbox/folder and select 'Apply Rules', shouldn't 
the rules defined by applied to all messages within the folder?  I don't 
see this happening.  Or am I misunderstanding what the 'apply rules' 
feature mean?
