Seems to be more than poorly expressed. You only need GPGTools if you need to verify/read/write OpenPGP messages.

I can read the message just fine. I'd rather not see the yellow warning window, though.

If you have disabled verification/decryption in the Security preferences pane then it shouldn't be shown, but maybe that fails too?
