I'm not a developer. I'm a network security engineer (recently retired). I do have the statement "default-preference-list SHA512 SHA384 SHA256 SHA224 AES256 AES192 AES CAST5 ZLIB BZIP2 ZIP Uncompressed" in my gpg.conf file, and I think that this is what you are mentioning.

Yes, the user can set what is generated by default for new keys, but each key can have its own list of preferences and this is what I kind of need to know to properly fill in the `micalg` parameter. At least I believe I know now how to implement this properly for OpenPGP messages.
