how can i completely disable/block list-signup-requests for specific lists

You can't do this with list settings. Depending on your MTA, you might be able to set it to reject mail to the list-join and list-subscribe addresses. For example with Postfix you will probably have in main.cf
```
transport_maps = hash:/opt/mailman/mm/var/data/postfix_lmtp
```
You don't want to edit the postfix_lmtp file because that gets frequently regenerated, but you could create a mapping, say a file /path/to/rejects containing
```
[email protected]  error:5.7.1 Mail rejected due to policy
[email protected]  error:5.7.1 Mail rejected due to policy
```
and hash it with
```
postmap hash:/path/to/rejects
```
and then modify the transport_maps setting
```
transport_maps = hash:/path/to/rejects
  hash:/opt/mailman/mm/var/data/postfix_lmtp
```
