I have tried running these proprietary legal applications on Linux, but failed. The main issue is that these applications come with a hardware dongle (USB Aladdin) and it is difficult to get these running on Wine or PlayOnLinux.
On the suggestion of making customised software, the issue here is not of building the software, but the content which is copyrighted. The judgments are in public domain, but the headnotes (and this is very useful when doing a quick search) are copyrighted by the publishers of the law journals.
