Actually there is something called GAMBAS which stands for GAMbas Almost Means 
BASic. It has got a Qt backend or something. The language syntax is literally 
the same, but I had come across some semantic differences (call by value in one 
is call by reference in the other). It seems promising. And they had 
highlighted some extra features too.

But somehow, I had the impression that it's not fully functional (I mean in 
the layman sense and not the functional programming sense). But maybe it's 
because I'm not a VB programmer in the first place...
