Services preferences are mostly involved with keyboard commands and don't have 
anything to do with setting up folder actions. they are just another choice in 
the same menu that sometimes got mistakenly invoked. What you want is Folder 
actions setup. It doesn't play a sound; it just presents a dialog when an item 
is downloaded. The script you want is New folder action alert. Test it by 
downloading something and find out if a dialog pops up asking you if you want 
to view the newly downloaded item.

I'd imagine there could be a way to use a sound with this, but I don't know how 
to do so.
