It's actually the widget manager within the dashboard. You get to the dashboard by pressing f12. It has little applications, or widgets, like world clock and calculater. You can close them with command-VO-escape, and you can delete them from within finder if you go into /library/widgets. I don't know if there is a visual widget manager anymore, but in early versions, you could access it from the dashboard menu. Now you can't. So these workarounds will do nicely enough for me. You can toggle the dashboard off again with f12.
