After using the latest updates for a few hours and having the computer go to sleep I have to give Apple a big pat on the back for this update and VoiceOver improvements. I know on 10.9.1 not all of us were having serious problems, I think I had one of the worst experiences, and since the 10.9.2 update it's like having a new computer. So weird. I still notice some sluggishness between switching apps, but so far everything for me is improved except being able to get my Logitech k760 to work. The email experience is back to be good as messages are opening quickly and loading in classic view of mail, safari seems to be opening on the appropriate pages instead of landing me in the toolbar, and so far the contextual menu works in iTuens. So thanks Apple and hopefully they will continue with making VoiceOver improvements.
