Hi,

Try the following then let me know what happens:

1.  VO-m to the menubar.
2.  Arrow right (no VO keys) over to the Help menu.
3.  Arrow down (again, no VO keys) to the item that should read GarageBand Help.
4.  Wait a few seconds as it usually takes a few to open the Help document.

If nothing seems to open at this point.  Press cmd-tab to cycle between apps 
and see if it just didn't come to the front. If you still don't get any joy, 
try the following:

1.  Go to the Finder, or your Desktop.
2.  Press cmd-shift-u to open the Utilities folder.
3.  Open the Disk Utility app.
4.  Interact with the Selected Disks Table.
5.  Select your Macintosh HD from the list.
6.  Stop Interacting with the Table and navigate with VO-right to the Repair 
Disk Permissions button.
7.  VO-space on it.

This process could take a while depending on how many permission errors it 
finds.  Just wait patiently.  After it's done, Quit the Disk Utility app and go 
back into GarageBand to see if anything has changed.

If you still don't have any luck, let me know and I have one other idea I can 
suggest.
