They should be able to visit the group on the web (
http://groups.google.com/group/accessible), and look for the "Join group to
post button".  This opens a dialog where they can set their display name in
the group, how often to get emails, etc., though they're not joined until
they press the "Join this group" at the bottom of that dialog.  Despite the
button name, they don't actually need to post after this.

They can also just read the messages on the web (same URL), or just press
the "New Topic" button, and this will pop up the same dialog as the "Join
group to post" button, if needed.

If you forget how to find a group on the web, the URL is actually at the
bottom of each email from this list, though Gmail collapses it by default
to avoid clutter.
