You will need sighted help. Voiceover can handle installations of mac operating systems or updates just fine, but creating a VM is essentially installing Windows, albeit on a virtual disk instead of a physical one. So, Voiceover cannot see anything Windows does because Windows is its own operating system, and so you will not be able to get speech feedback (thanks, Microsoft).
