What you should do is once you hear the Mac’s chine sound issue the keystroke 
Command R for a few seconds then let go.
Now wait a while i’d say 30sec to a minute and then issue the toggle command to 
turn on Voiceover which is Command F5. Voiceover should start talking and you 
should now be in recovery mode.
